According to Villanueva’s testimony, the P3 billion  loan  was allocated to a private corporation, the  “Bicol Integrated Development Corp.”  (BIDC), which is allegedly connected to  Escudero’s dummy corporations  . Villanueva presented  LandBank’s internal audit report  proving that the  collateral  (a vast  land area  in Sorsogon) was  overvalued  by more than 300%. Furthermore, the  beneficiary company  only had P5 million in  paid-up capital — a clear violation of  LandBank’s loan processing guidelines  for projects of this size.

He described in detail how, within just three weeks after the  full release  of the P3 billion, two consecutive  transfers  totaling  P800 million  were transferred from the  BIDC account  to an  offshore account  allegedly controlled by a  close aide  of Escudero, identified as  Account A988 . Villanueva revealed that  LandBank’s compliance officers  had issued an “Internal Fraud Alert,” but it was allegedly withheld and shelved after an  urgent call  from the  Office of the Senator emphasizing the “national importance” of the project.
