Yes, the one in charge of modern transportation projects and promoting transparency in the DPWH. But now, there are serious accusations swirling: some of his staff are allegedly kickbacking contractors, while the budget manipulation project itself is said to be being manipulated to bring him down.
In a recently released vlog, the host made some strong statements:
“The real goal of the syndicates now within the government is to stop people who are serious about lobbying — and Secretary Dizon is their number one target.”
Many have looked at this — maybe it’s true, maybe it’s just a rumor. So let’s take a closer look at it, along with the questions that need to be answered.
1. WHAT ACCUSATIONS ARE EMERGING?
According to a congressman, there are DPWH officials suspected of being members of Secretary Dizon’s team who are demanding kickbacks from contractors. That’s right, right at the height of the investigation!
Rep. Leandro Leviste (Batangas 1st District) was one of the loudest speakers — he said that all projects, costs, and people involved in DPWH projects should be made public in the 2026 budget. He already had a draft presentation to the press, claiming to have data and documents to support his statement.
He said that some of Dizon’s staff are also contractors — or have connections to contractors — who are allegedly giving projects to themselves or acquaintances. A previous report also said that there are districts whose budgets are reduced when there is “no kickback,” while those who have a hand in the system are given a boost.
2. RESPONSE BY SECRETARY DIZON
Not long after, Secretary Dizon also spoke. According to him, everyone has a warning to their staff — whoever is involved, he will not accept corruption.
He said:
“If it is true that an official is engaging in habitual corruption, they will not only be removed—they will be prosecuted.”
He also warned: “Be prepared,” because no one is safe. From his point of view, he doesn’t want to use his administration to protect corrupt officials; he wants to clean up.
However, the conversation becomes complicated by the concealment or cover-up of the alleged accusations. During the press conference, part of Dizon’s answer was changed—from “may acused” to “we are willing to assist in the investigation.” It almost seems as if there is a message that is being hidden or changed.
3. “SYNDICATE” ARGUMENT AND POLITICAL GAME
Amidst the accusations and responses, the idea has surfaced that a demolition job may be taking place — a show put out to destroy Secretary Dizon’s credibility while in office. This is a common tactic in politics: when you target the syndicate, they are the first to throw stones.
Many say there is no simple picture here — the syndicates are not only in government, but also within the legislature, so they know how to divert attention. Being a new person in the DPWH, and the big projects he brings, has been made a target tower. The public can be brainwashed through the issue — “look, even the person we try to get is already complaining.”
4. QUESTIONS TO BE ANSWERED
Is there evidence? Leviste himself has presentations, but it is not yet clear whether there are documents that can be shown to the public—bank statements, contracts, voucher copies.
Who are the personnel being referred to? Leviste did not name them, so we do not know who in the DPWH he is referring to.
Will the matter be transferred to ICI/DOJ? There is a possibility that this could become a legal case if there is solid evidence.
How can we ensure that this is not budget manipulation? It needs to be public — blockchain, disclosed projects, transparent bidding.
Can a department be infiltrated by a syndicate while the leader remains clean? This is the most serious question.

DPWH personnel may be afraid to speak up and release evidence because they are in a position of great danger.
