A quiet hotel in Baguio has suddenly become the center of a complex investigation after former DPW undersecretary Maria Catalina Cabral’s name was linked to businesses of great depth and influence. As documents and connections gradually emerge, the extent of the issues surrounding her final days becomes clearer.

It all started with the news that former Department of Public Works undersecretary Maria Catalina Cabral passed away after she allegedly fell off a cliff in Tuba, Benguet. At first glance, it was a tragedy that could be considered an accident. But as the details deepen, the story behind this incident becomes more complicated.

One of the first targets of Bilyonaryo News Channel’s investigation was the Ion Hotel in Baguio, the last place Cabral stayed before the incident. The hotel, previously known as one of the quiet accommodations in the city, suddenly came under close scrutiny by authorities, particularly the National Bureau of Investigation.

Recently, the NBI executed a search warrant at Cabral’s room at the said hotel. According to information gathered, several personal belongings were confiscated as part of the so-called parallel investigation. Although the complete list of items seized has not yet been disclosed, the NBI confirmed that they will be included in the official report to be submitted to the court.

As the investigation continues, the names of individuals allegedly connected to the operation of Ion Hotel are also emerging. Based on documents obtained by Bilyonaryo News Channel from the Securities and Exchange Commission, one Ralph Robin Tan owns 99 percent of Putiel Resort Management, the company that currently operates the hotel. The remaining 1 percent is in the name of Rochelle Joy Viyernes.

The same SEC general information sheet dated August 15, 2025, states that Tan also serves as Putiel’s corporate secretary. Tan is known as a Baguio-based businessman and owner of Big Boss Cars, a company involved in vehicle sales and auto services. But beyond his business, he is also linked as a political ally of Benguet Congressman Eric Yap.

In the May 2025 elections, Tan emerged as a petitioner in a case seeking to disqualify Ericson Tagel Felipe, Yap’s rival for the lone district representative of Benguet. This relationship further heightened public interest in who truly controls Ion Hotel.

According to sources at Bilyonaryo News Channel, even before Yap’s name surfaced as being linked to Putiel in August, the company was allegedly in the names of Michael Daren Sanchez and DM Capital. DM Capital, according to documents, is owned by the Sanchez family. One of the members of this family, David Sanchez, had previously denied any connection to Cabral.

However, upon further investigation, Bilyonaryo News Channel discovered several contracts awarded to the Ion Hotel. These included providing food and accommodation for workshops and events of various local governments and government agencies, including the Department of Energy. These contracts have reopened the issue of Cabral’s possible influence and connections with the hotel.

DILG Secretary Jonvic Remulla earlier revealed to Bilyonaryo News Channel that Cabral was allegedly the former beneficial owner of Ion Hotel. According to him, the hotel was only named after an alleged partner and later transferred to a business associate of Congressman Yap, who is also believed to be the beneficial owner. He allegedly has documents to prove these statements.

On the other hand, the legal counsel of Ion Hotel strongly denied the allegations. According to Atty. Enrique Dela Cruz, the hotel’s lawyer, the statements are false and misleading because Cabral and Yap have no direct or indirect involvement in the operation of the said establishment.

However, in an interview with Bilyonaryo News Channel’s Agenda Weekend, the NBI said it supports Remulla’s claim, although it said certified true copies of documents are still needed to fully substantiate the information. The agency stressed the importance of thorough verification before issuing a final conclusion.

One of the details that further heated up the issue was the information that a knife was allegedly found in Cabral’s bag, according to a source close to the investigation. Although the NBI has not officially confirmed this to the public, this information has opened up more questions about the events leading up to the incident in Tuba, Benguet.

Bilyonaryo News Channel is also continuing to try to get the side of Ralph Robin Tan and Congressman Eric Yap regarding the emerging issues. At last monitoring, there is still no official statement from them. Their silence only adds to the public speculation.

This is not the first time Yap’s name has been linked to controversial projects. He was previously linked to Silver Wolves Construction, a company that President Ferdinand Marcos Jr. himself said earned about sixteen billion pesos worth of transactions in various government projects. The same company was also involved in issues related to anomalous flood control projects.

According to the Bureau of Immigration, although Congressman Yap has travel records in recent weeks, he is currently within the country. This is an important detail in the context of the ongoing investigation, especially as the scope of the issues linked to the Ion Hotel and the people connected to it is expanding.
