“You’re trying to get an ID because you don’t have one — and then they ask for an ID so you can get one?! How many IDs do you want from us?!”

Vice Ganda’s statement struck a chord with many Filipinos — particularly first-time job seekers, students, and members of marginalized communities — who often encounter similar problems when attempting to access basic government services.

For many, the process of securing a government-issued ID is riddled with red tape. Common requirements include presenting another valid ID — something not all applicants have — along with proof of billing, barangay clearance, police clearance, and other documents that can be time-consuming and costly to obtain.

“It’s a real problem,” said 23-year-old job hunter Ella Mae Villanueva in an online interview. “I graduated last year, and I’ve been trying to apply for jobs, but almost every company asks for at least one government ID. I tried to get a postal ID, but they asked me for two other IDs. It’s a loop I can’t escape.”
